Agenda Streatham Action Transport Group Meeting (11/05/2023)

1. Welcome from Chair, apologies, introductions and declarations of interest. (2 mins)

 

2. Approval of minutes from our meetings held on Tuesday 10th January, Tuesday 18th October and Tuesday 7th March, previously circulated.  (3 mins)

 

3. Matters arising from the minutes not covered elsewhere on the agenda. (4 mins)

 

4. Preparation for upcoming discussion relating to improving Streatham’s rail infrastructure (5 mins)

 

5. Discussion on Streatham’s rail infrastructure, its current problems, improvements in the mix and taking the lead on lobbying, alongside Streatham’s MP and Lambeth Council, for prioritising Streatham for further improvements, with  representatives also present both from Network Rail and GTR, and with a focus, amongst other things, on:

 

  • update from Network Rail on Victoria re-signalling and Brighton mainline re-signalling, alongside points replacement taking place in the Streatham Common area.

  • update from Network Rail on capacity benefits to come from the above improvements.

  • update from GTR on:

-why an increase in services in the morning peak between Streatham Hill and London Bridge via Tulse Hill need to be accompanied by a reduction of services elsewhere, ie. in terms of capacity reduction from Streatham Common to London Bridge?

- why are rolling stock improvements accompanied by train length reductions from 8 to 5 carriages?

- serious overcrowding issues on the Streatham Common to Victoria via Clapham Junction services in the morning peak period.

- any possibility of there being an additional service direct from Clapham Junction to Streatham Common and beyond during evening peak period?

- improvements to cycle storage facility at Streatham Hill

  • discussion with Streatham’s MP as to transport infrastructure improvements for Streatham that we should be campaigning to achieve such as:

- lobbying TfL for TSLO, thereby creating an overground train service closer to the regularity of service on the underground.

- how best to promote Streatham when it may come to revisiting Crossrail 2?

  • discussing with LBL’s representative key priorities for lobbying for potentially winnable improvements in our rail infrastructure, with a combined agreed approach between all of us.

  • open Q & A with all panellists (75 mins)

 

6. Latest update subsequent to Streatham Wells LTN design stage consultation having ended on 8th January and with a report back from two Streatham Action committee representatives with Cllr Rezina Chowdhury and two of her transport planner colleagues held on 8th March.  (15 mins)

 

7. Update on Lambeth healthy route through and beyond Streatham Wells (5 mins)

 

8. Updates so far received from LBL on SAT group’s request for feedback on Leigham Court Road issues, as part of the Streatham Hill LTN analysis:

 

-          latest traffic counts

-          pollution monitoring analysis

-          improvements to road surface urgently needed (new action point) (15 mins)

 

9. Further update on Lambeth Council's Kerbside Strategy and with a key focus on discussing any possible desired locations for the placing of one community parklet in each of central Streatham’s 5 wards, with submissions required by 5pm on 28th May (15 mins)   

10. Update on timings for CPZ implementation across remaining central Streatham wards for 2023 (5 mins)
