4. | Redesign of A23 at Streatham Hill Kieran Hutley, TfL Principal Sponsor, Lambeth Claire Alleguen, TfL Community Partnerships Specialist
Questions NS sought clarification: how project funding would be streamed; is there sufficient funding for initial and detailed concept plans, or will it be on a drip-feed basis. KH unclear on this, but hopes for funding in step with project phases. CA advised that TfL’s Commissioner is working closely with government to seek to secure a longer term financial settlement so as to ensure business continuity and to instil public confidence. No announcement on funding yet; expected by end of March. Estimated cost c. £9 million for extended scheme, including 40% risk; this figure to be refined as scheme progresses. JC concerns re. loading bay and theatre access for large articulated vehicles; queried vehicle dimensions used in planning. ACTION: KH to investigate issue with engineers; confirmed he has spoken to FOSHT freight consultant; looking at safety and safe, viable road routes and tracking - still open to revision. KH confirmed that the design is now future-proofed; advised changes being made with expectation of private car usage not increasing. LMJ queried whether TfL budget justifies this project and, if all else fails, as to whether other funding sources exist. NS suggested this situation be reviewed at the point when government funding to TfL has been confirmed.
Streetspace Scheme – temporary cycle lane between Oval and Streatham Questions LMJ concerned about losing cycle lines; wants to see painted cycle lanes protected. KH confirmed safety measures, with improvements at junctions and traffic segregation where possible. NS queried if cycle wands will/won’t be put up. KH confirmed that this scheme’s measures, even if successfully implemented are not planned to be extended to Streatham, but he would enquire further about these measures NS noted area outside Streatham bus garage needing to be a protected area for cyclists, as it is proven to be very dangerous and he queried why attention was not focused here. ACTION: KH will take this query back for clarification.
E-scooters 12 month trial Starts late spring 2021; scooters will use same space as cycles; safety is main concern. Lambeth has expressed its interest in being a participant in this trial scheme. Questions NS queried if Lambeth would be joining this trial CA unsure who participating boroughs are; to be announced soon. JWW noted E-scooters currently illegal; queried who enforcement agency is. KH confirmed that it is Metropolitan Police. JWW queried if TfL‘s policy is to consult with the Met. ACTION : KH to take this query back for clarification. NS A23 rush hour traffic levels increased. TfL monitoring this increase in 4 weeks' time. Considerable problems with single-lane traffic northbound between just before Westbury Pharmacy and Broadlands Avenue. 5. | Streatham Hill LTN Stage 1 Monitoring Review Kieran Taylor, LBL Principal Transport Planner Questions NS raised the issue of an adverse increase in parking on certain roads as a result of CPZ implementation across some of Streatham Hill eastside roads. KT advised data needed; confirmed parking surveys commissioned, but no comparisons yet. Objection period opens during experimental phase and within initial six-month period. SA queried modal filters types and new areas where some more may be implemented. KT advised new ones likely to be positioned between Stockfield Road and Rosedene Avenue on the one hand and Mount Nod Road on the other; not yet confirmed as to whether or not the filter would be between Rosedene and Stockfield or on Stockfield at jct with Rosedene. DC queried the need for both a modal filter at junction between Stockfield Road and Mount Nod and another at the junction between Rosedene Avenue and Stockfield Road. He confirmed increasing anger from drivers, and resulting dangers to pedestrians and school children; he described current risks as ‘life threatening’ and highlighted need for immediate action to address this. KT apologised for lengthy wait to establish details. Unable to specify as to precisely where filters will be sited; seeking further clarification re traffic flow. RD asked for impact data on displaced parking. LMJ raised issues about safety of LTNs in relation to the reduction in traffic leading to women not feeling safe; inadequate lighting; no signage announcing LTN to warn drivers. KT acknowledged an equality impact assessment needs to take place to consider impact on women’s safety. KT confirmed additional signs had been put up; mapping apps have been updated to reflect LTNs; issue of limited utility signage making streets more active, reduced traffic serves to increase social space.
Proposed Streatham Wells LTN (Donna Lister) DL reported no confirmed date yet for launch of Sunnyhill School Street scheme, but likely to be as from beginning of new school year. DL questioned as to what is Lambeth Council’s view on pressure of traffic coming on to Valley Road from Leigham Court Road. KT looking at Leigham Court Road to improve traffic flow, loading, waiting and school coaches eg around Dunraven School; restriction issues raised by councillors; beginning to look at closures and reassignment of traffic modelling impact on the surrounding roads. Report that central pedestrian area on LCR around Dunraven primary school had recently been destroyed by an accident. KT mentioned this had been reported to highways team, awaiting response (sent to wrong team initially), will update with the response time for repairs. Confirmed that no information as yet on School Streets programmes for Dunraven and Sunnyhill ; concerns about increased illegal parking, resulting in unsafe pavements, overcrowding and people having to stand in road outside school. DL said that the lack of timetable for Streatham Wells LTN is disappointing; particularly as traffic levels have increased at school home time since schools returned, evidenced by disputes between drivers amongst the hundreds of cars counted entering residential streets. ACTION: KT will pass comments to traffic team to try to get timetable for implementation of a Streatham Wells LTN. NS questioned as to whether Lambeth will looking at any further LTNs in Streatham? KT said that with 5 up and running, alongside further ones planned for Brixton and Streatham Wells, others beyond that are unlikely for the time being. DC questioned as to whether a Streatham Wells LTN would be managed by use of filters with cameras or planters. | KT to investigate and feed back KT |
. | Updates on GTR’s Passenger Benefit Fund works recently completed and Streatham Passenger Group NS detailed the Passenger Benefit Fund improvements implemented at the 3 Streatham stations. No future meeting date yet set for the SPG. Station manager hasn’t yet seen a significant increase in passenger numbers at peak times and doesn’t anticipate significant increase in near future. RD questioned as to whether or not spending levels of £30k at each of Streatham Hill and Streatham Common and £80k at Streatham had yet been reached with the works completed or to be completed over future weeks? Southern Rail monies may yet be utilised to implement measures to remove pigeons under Streatham Hill station bridge. AG returned to issue of Turning South London Orange report Both schemes in that report should be borne in mind (much smaller project than Crossrail 2). NS raised issue relating to travel numbers to Gatwick Airport post pandemic. PJ confirmed his opinion that infrastructure improvements were still needed. RD advised that TfL have no financial capacity to fund any such project, which would have to be run as a private financing initiative. JWW noted proposal for 250 new homes on Streatham Vale Homebase site. She reminded the meeting about the Plough Lane developments, which will place significant increased pressure on neighbouring stations. ACTION: NS working with CH on drafting a joint letter between Streatham Action and Safer A23 Campaign to email to all Mayoral candidates to gauge support for A23 reconfiguration scheme. RD suggested also that we seek to secure the support of all Mayoral candidates with regard to a proposed Streatham interchange scheme between Streatham Common and Streatham stations, with financing for such an interchange to extend beyond TfL, given current severe financial constraints. The fact that Crossrail 2 will not happen at any point in the near future makes campaigning on this Streatham interchange scheme issue as a potentially more viable, shorter term alternative. | NS & CH |
Update on Streatham Station’s accessibility works NS reported that Station Manager has described to him very early stage architects’ ideas for lift, which will involve both moving the gates closer to SHR, with a possibility thereby to increase the number of gates by one and potentially to make some adjustments around the coffee shop area. Questions SA offered to speak to one of his contacts. PJ – any chance to see the plans/ideas? NS believes that situation so far is unofficial, with no formalised plans as yet. Will ask for these when available. RD – why only 1 lift? Confirmation please on this aspect as 2 would be better, with the other platform continuing to have accessibility problems, aside from ramp up to SHR from platform. NS – confirmed only 1 lift is proposed. RD – can we see costings for 2? ACTION: NS will ask Network Rail about 2 lifts at same time, but remains sceptical. PJ – referred to Standards for Quality of access – can we use this compliance issue to seek to get 2 lifts installed at the same time? ACTION: PJ to do due diligence. | NS PJ | |
Any additional requested calls for support on transport initiatives to Mayoral and/or Lambeth & Southwark GLA candidates, beyond the two mentioned above NS Mayoral and GLA elections purdah period commences Monday 22 March. PJ keen to ensure that all candidates are aware of ‘salami slicing of bus routes’; clarifying candidates’ commitments to maintain bus routes. AB – would like more buses, but not all going to Brixton. PJ agreed need to improve 315 bus route; aware Croydon bus routes being shortened due to cost pressures and can evidence this. KL & PG referred to school-only services being not well publicised; many adults refrain from using predominantly school service buses even if not full. In relation to LTNs in other boroughs, NS noted that 2 local authorities (Croydon and Sutton) have significant issues on a LTN off Crystal Palace Hill on the border between the 2 boroughs.

RH queried as to where things stand with CPZ plans for St Leonard’s and Streatham South. SA has received an email, which he will share with committee. LMJ –directions / sign posting please outside Streatham station; safety of extended pavement queried outside Aldi/M&S; issues for wheelchair users and evidence of poor social distancing.
